Having been born and raised on Guam, Mr. Miller has a unique understanding of the islands and their culture. This advantage allows Mr. Miller to relate well to his clients and their needs. Mr. Miller has worked as an engineer for the US Navy, Department of Defense on Guam and Hawaii from 1987 to 1992. Since then, Mr. Miller has worked in the private sector as a mechanical design engineer. He has worked on several projects for the Navy, Air Force, Army Corp., and other federal and local government jobs on Guam, Saipan, Japan, and Korea.

Mr. Notarte has been a partner of WM Engineering Services as a Principal Mechanical Engineer for 20 years. He started his engineering career with Recofil Inc. (Phil.), as a cadet engineer (trainee). Recofil Inc. represents “Reco” of San Antonio, Texas, an industrial refrigeration systems & equipment manufacturer. Systems installed in the Philippines included blast freezers, cold storage warehouse and ice makers. Upon arrival to Guam, Mr. Notarte worked with LRA & Associates (1988-1999), a mechanical engineering consulting firm. As a mechanical designer/draftsman (CADD), he has worked with various government, military, and commercial/residential projects. He has worked on several projects for the U.S. Navy, Air Force, Army Corp., and other federal and local government jobs on Guam, Saipan, Rota, Chuuk, Pohnpei, Japan, and Korea.

Rowena Honculada

Mrs. Honculada is the Office Manager and a Managing Partner of WM Engineering Services, LLC since 2001. Prior to joining the company, she worked for other architectural and engineering companies such as E&A Engineering Inc. and Group Engineering, Inc. She has studied Industrial Engineering at Holy Angel University in Angeles City, Philippines before moving to Guam. Mrs. Honculada completed her degree as an AAS, Junior Accounting Degree in 1992, at the International Business College (IBC) of Guam. She is instrumental in the success of the company and is responsible for all aspects of administrative tasks related to the business operations and finances.

He is registered professional engineer on Guam, CNMI and the Philippines with over 16 yrs. of competent and trained mechanical, plumbing, fire protection engineering experience (including fire alarm, fire suppression & Life Safety and sustainability design including energy audits and commissioning experience, full construction project management, quality control (QA/QC), sustainability implementation and documentation. Project sizes includes Hotels, Retail shops, Banks & fit outs, Airports, Aviation Facility, Fueling Stations, Tank Depot , POL Facilities, Institutional, Military installation, Hospitals, Aircraft Hangar, Industrial, Commercial, Residential Developments and low, medium High-rise condominiums or office buildings. Including project & construction management quality control/assurance (QC/QA) & Fire Stopping inspections and implementation, plus project specific QFPE/QCFPE inspections and certification for DoD projects. He has also obtained certification for Construction Quality Management from the Corps of Engineers and NAVFAC Engineering Command and certified with Green Building Initiative (GBI) practicing sustainable design strategies.
